Welcome to the Developmental Disabilities Division

Under Article 41 of the New York State Mental Hygiene Law, the Orange County Department of Mental Health’s Developmental Disabilities Division is responsible for the planning, coordination and governance of services to support people of all ages with developmental disabilities and their families delivered through the Orange County Provider Network.

The Division Director works closely with the New York State Office for People with Developmental Disabilities (OPWDD) Regional Office 3-Hudson Valley to manage the “Front Door” to accessing services and available resources. Anyone seeking services may submit a confidential inquiry to explore possible supports through our secure web site. The Division also provides advocacy and mediation; information and referral; technical assistance; education and training opportunities; individualized service planning for those with complex needs; in-home clinical consultation; direct oversight and funding for certain services.

NEW! SEPTEMBER 2013

The NYS Office for People with Developmental Disabilities (OPWDD) has launched a significant systems transformation throughout the State. Changes are occurring rapidly and at this time, we do not know all of the changes or how they will affect us here in Orange County. In June, 2013, the Service Needs Access Panel (SNAP) was retired and replaced with a new, state-led process for accessing services known as the “Front Door”. It entails a determination of eligibility, assessment of need and authorization (EAA) and it is being phased in gradually. Until further notice, please continue to submit inquiries using the county’s secure website for all those in need of services. The County will work closely with the OPWDD Regional Office (DDRO)-Region 3 Hudson Valley to ensure that individuals and families are connected with the front door process. Please know that your County Department of Mental Health is working closely with the DDRO- Region 3 Hudson Valley and local providers to ensure that we continue to assess and address the needs of our citizens, to provide information, plan for the changes to come and to monitor the impact of these changes. If there is an urgent or emergency situation, please notify us as soon as possible by calling the county at 291-2600 or the DDRO at 695-7330.
