DA Hoovler's Biography
David M. Hoovler, the elected District Attorney of Orange County, oversees an office staff consisting of 42 assistant district attorneys, 11 investigators, and 19 support personnel. The District Attorney’s Office is responsible for prosecuting over 22,000 criminal cases each year.
District Attorney Hoovler is a former police detective in Prince George’s County, Maryland, and a former Department of Justice Trial Attorney within the Criminal Division, who specialized in electronic surveillance-related issues, wiretapping, and complex narcotics conspiracy cases.
District Attorney Hoovler has also worked as an assistant district attorney in both the Bronx and Orange counties. While in the Orange County District Attorney’s Office as an assistant district attorney, Hoovler handled complex and high-profile cases under former District Attorney Frank Phillips.
District Attorney Hoovler’s professional efforts have resulted in a series of honors, including:

• National Award of Achievement for Animal Cruelty Prosecution
• FBI Award of Merit – Newburgh-based BBK Gang Prosecution
• Federal Executive Board Teamwork Award for Narcotics and Gang Prosecution
• New York City Police Department Organized Crime Control Bureau Award of Merit
District Attorney Hoovler’s efforts in the District Attorney’s Office focus on community prosecution, a crime prevention tactic that teams prosecutors with community leaders and residents to identify and prevent potential crime problems. It’s a tactic recommended by the National District Attorneys Association specifically for dealing with gangs, as information flows in a circle between the community, police, and prosecutor.
In addition to the attention he’s given his legal career, Hoovler has been active in youth organizations and local government. While Deputy Supervisor in the Town of Deerpark, Hoovler helped draft long-term financial plans to achieve greater financial stability. He also assisted in the creation of an emergency management response law, making the Town of Deerpark a model for New York State. District Attorney Hoovler has also been a speaker at the annual Association of Towns of the State of New York Winter municipal training conference on various subjects such as emergency preparedness, emergency management, and FEMA reimbursement. Prior to becoming District Attorney, Hoovler was a partner in the Chester based firm of Ostrer & Hoovler PC., where he specialized in criminal defense and municipal law.
District Attorney Hoovler’s leadership in the Port Jervis Youth Football League has helped the organization expand its offerings to young people, earning state recognition along the way. He also volunteers for Port Jervis High School’s anti-bullying campaign. He is a graduate of Leadership Orange, and has continued his involvement by helping young leaders understand the role and impact that government has on their communities. A resident of the Town of Deerpark, David is a graduate of the University of Maryland, and Detroit College of Law at Michigan State University.
Since taking office, District Attorney Hoovler has received numerous community honors and awards, including: the Donald Schields, Jr., Law Enforcement Award; the Dana Distributors 2015 Recognition Award for DWI prosecution; and the 2015 Hudson Valley Boy Scouts of America Orange County “Distinguished Citizen Award.” Additionally, District Attorney Hoovler was inducted into the Leadership Orange Hall of Fame in 2015
