Urban Area Boundary (UAB) - 2013

The Orange County Transportation Council locally approved an update to the transportation Urban Area Boundary at an OCTC Executive Committee meeting on August 13, 2013. The OCTC approval action was transmitted to the NYSDOT Main Office in Albany, which is to forward the OCTC resolution and a link to the final UAB map to FHWA and FTA. OCTC is awaiting notification of the completion of this process.

Following is the UAB update information which was posted to the OCTC website prior to the August 13, 2013 meeting.

Following the completion of the 2010 Census, most MPO areas, including Orange County, often take the opportunity to revise the Urban Area Boundary (UAB). While there is no requirement in law or regulation to adjust the 2010 Census urban area boundaries, adjusted or “smoothed” boundaries can facilitate planning and programming activities.

In the case of Orange County, any proposed modifications to the UAB are required to be submitted to the New York State Department of Transportation (NYSDOT) Main Office in Albany. Orange County Planning and Transportation Council staff have worked together, and with members of the MPO to develop proposed modifications to the UAB, which was last approved in 2004.

Proposed modifications are due to NYSDOT by September 2013. The proposed modifications, as described later, are recommended based on the land use and demographic patterns, as identified in the last Census. The proposed modifications represent an expansion of 34.83 square miles, and as recommended to the OCTC are as follows:

1) Hamlet of Pine Bush and the NYS Route 52 Corridor

Expansion to include an additional 13.11 square miles of Orange County, approximately 10.16 square miles in the Town of Crawford and 2.95 square miles in the Town of Montgomery. The addition extends the current Urbanized Area Boundary westward from the Town of Montgomery along the NYS Route 52 corridor and through to include the hamlet of Pine Bush.

 

2) Greater Middletown Extent and NYS Route 17K Corridor

Expansion to include an additional 21.72 square miles of Orange County, approximately 12.25 square miles in the Town of Wallkill, 7.82 square miles in the Town of Crawford, and 1.65 square miles in the Town of Montgomery. The addition extends the current Urbanized Area Boundary north of the City of Middletown to include the northern portion of the Town of Wallkill, along with portions of the Town of Crawford and Town of Montgomery along the NYS Route 17K Corridor.

Below, please find maps of the 2000 UAB (last approved in 2004), and the 2010 UAB (with proposed modifications from 2013).

The public comment period regarding the UAB began on July 10, 2013 and ran through August 10, 2013. These proposed modifications were approved by the OCTC Executive Committee on August 13, 2013.
