OCTC Notices 2017

During the OCTC Planning Committee meeting on February 23, 2017, there were several discussion items that required additional detail and follow up, please see below.
OCTC Policy Committee Meeting: The March Policy Committee meeting will take place on Tuesday, March 21 at 10AM at the OC Fire Training Center, Classroom 1 (9 Training Center Ln, New Hampton, NY 10958).

OCTC Planning Committee Meeting Date: The April Planning Committee meeting will take place on Tuesday, April 25 at 10AM in 15 Matthews Street, Legislative Conference Room, Goshen, NY 10924.

MAP Forum:
The OCTC has taken under consideration membership in the MAP (Metropolitan Area Planning) Forum. The MAP Forum was created in order to facilitate the coordination of planning activities in the New York-New Jersey-Connecticut metropolitan region. The MAP Forum is currently made up of other area MPOs- the New York Metropolitan Transportation Council, the North Jersey Transportation Planning Authority, the Housatonic Valley Council of Elected Officials, the South Western Regional Metropolitan Planning Organization, and the Greater Bridgeport/Valley Metropolitan Planning Organization. Several other MPOs have been asked to join. Please submit any comments regarding the draft MOU to OCTC staff by COB Friday, March 3rd.

MPO Planning Coordination and Reform Letter: It was proposed that the OCTC send a letter to our Congressional leaders to ask them to use their legislative authority to repeal the MPO Planning Coordination and Reform final rule. Previously, OCTC submitted a letter in response to a proposed Federal rulemaking that included the requirement for a Metropolitan Planning Area (MPA) to include the entire Urbanized Area and the area expected to become urbanized within the 20 year forecast period, resulting in only one MPO for each MPA. The OCTC, Ulster County Transportation Council (UCTC), and the Poughkeepsie Dutchess County Transportation Council (PDCTC) would all be condensed into one large MPO. Please submit any comments to OCTC staff by Friday, March 10th.

TIP Amendment OCTC 2017-02: The following four new PINs will be added to TIP amendment 2017-02. PIN, 8761.49 is a new project resulting from the Federal Highway Administration’s repurposing of earmark funds while PINs 8761.57, 8761.58, and 8761.59 were awarded funding as part of the Bridge NY solicitation.

Port Authority of NY & NJ: Lou Venech, General Manager of Regional Transportation Policy Development, gave a brief presentation regarding bicycle and pedestrian access in regards to the restoration of the George Washington Bridge. Mr. Venech also informed members that the Port Authority’s Board of Commissioners approved the 2017-2026 Capital Plan in February. After the mandatory waiting period for gubernatorial review, an adopted plan will be posted online. A link to additional details on both these items can be found below.
