The Unified Planning Work Program (UPWP) presents the annual work program of the Orange County Transportation Council (OCTC). The UPWP describes the planning activities programmed to be undertaken in support of the vision, goals, and objectives of the OCTC's 2045 Long Range Transportation Plan. The OCTC is the Metropolitan Planning Organization (MPO) for Orange County and is responsible for coordinating transportation activities within the County.
Preparation of the UPWP is required by the U.S. Department of Transportation (USDOT) as the basis for Federal transportation funding to state, regional and local agencies. While the funding for the UPWP is from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), the annual cycle for the UPWP is based on the New York State fiscal year.
