Unified Planning Work Program

About the Program

The Unified Planning Work Program (UPWP) presents the annual work program of the Orange County Transportation Council (OCTC). The OCTC is the Metropolitan Planning Organization (MPO) for Orange County, and is the entity responsible for coordinating transportation activities within the County. The UPWP describes the planning and administrative activities programmed to be undertaken during the year. Preparation of the UPWP is required by the U.S. Department of Transportation (USDOT) as the basis for Federal transportation funding to state, regional and local agencies. While the funding for the UPWP is from the Federal government, the annual cycle for the UPWP is based on the New York State fiscal year.

Cooperative Community Program Call for Projects for 2021-2022 UPWP

The Orange County Transportation Council is pleased to announce the Cooperative Community Program Call for Projects.  Selected projects will be included in OCTC’s 2021-2022 Unified Planning Work Program.Applications are requested from municipalities in Orange County that wish to address transportation issues within their communities.  Inter-municipal applications are encouraged.  Proposed planning projects must directly relate to the transportation system, be eligible for federal planning funds, and address one or more goals of OCTC’s 2045 Long Range Transportation Plan.
