Title VI & Limited English Proficiency

In accordance with Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 (P.L. 100.259), the Orange County Department of Planning (OCDP) and the Orange County Transportation Council (OCTC) have been active in working to assure that no person shall on the grounds of race, color, sex, age, disability or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity.

The OCTC Operating Procedures was updated in 2012 to meet the requirement of the aforementioned legislation.

Coordinated Public Transit Human Services Plan

Further, community based organizations that represent minorities/disadvantaged individuals are made aware of the planning process and offered the opportunity to provide input under the Coordinated Public Transit Human Services Plan (CPTHSTP), and more recently in the Newburgh Area Transportation and Land Use Study, which was completed in 2017.

Newburgh Area Study

For the Newburgh Area Study, extensive advertising was used as well as posting of notices for the larger public meetings and workshops, such as the Broadway streetscape design workshop where notices were hand-delivered and posted along the Broadway corridor in the City of Newburgh. Planning staff met with the community group “Community Voices Heard” on May 4, 2011 and again on August 24, 2011 regarding the transit planning initiative in the Newburgh area. Planning staff also coordinate from time to time with the Orange Sullivan County(s) Employment Alliance Network (OSCEAN), which includes various non-profit and government agencies including the OC Employment and Training Administration, Independent Living, Occupations, AHRC, and the New York State Department of Labor.

Meeting Information

General OCTC meeting announcements are presently only in English. Special planning initiatives in areas with large LEP populations may be made available in languages other than English, such as for various meetings of the Newburgh Area Transportation and Land Use Study.
