Orange County's Civil Service Rules have the force and effect of law, and provide for the effective administration of the merit system in the County of Orange and in its Towns, Villages, School Districts, Special Districts and Libraries.

The cities of Newburgh, Middletown, and Port Jervis are governed by their own Civil Service Commissions, and their own Rules.
