West Central Transportation & Land Use Connection Study

The purpose of the West Central TLC study is to improve the movement and transportation network of people and goods in the mid and western municipalities of Orange County, NY which include:

  • The Cities of Middletown and Port Jervis;
  • The Towns of Crawford, Wallkill, Mount Hope, Deerpark, Greenville, Minisink, Wawayanda, Goshen, Hamptonburgh, Chester and Warwick; and
  • The villages within those towns, which includes Greenwood Lake, Warwick, Florida, Chester, Unionville, and Otisville.

Study Area

Potential improvements were developed by identifying travel patterns, developing strategies and conceptual plans, and creating a roadmap for future studies and project implementation.

The study focused on three technical components to develop multi-modal improvements:

  • County-Wide Active Transportation Network – Identifying an active transportation network that could provide county-wide non-vehicular connectivity;
  • Corridor Improvements – Assessing the traffic and transportation operations and infrastructure along select travel corridors;
  • Middletown and Intra-County Transit – Assessing how well transit serves the population within the City of Middletown and Intra-County.

To support the study’s goals, analyses, and outcomes of the project, informed by local perspectives, a Public Participation Plan was developed. Lastly, the study identifies funding opportunities that can be pursued. The final report can be viewed at the link below.
