Department of Motor Vehicles (DMV) will open by appointment only for Orange County residents.
Due to the COVID-19 pandemic, residents can make appointments online for the Middletown and Newburgh offices. Appointments can be scheduled from 9:00 a.m. to 4:30 p.m., Monday through Friday.
The Goshen and Port Jervis Offices are closed at this time.
***Orange County Government Center will have a drop box inside at the security station for plate surrenders and registration renewals OR you can continue to mail in. Drop Box is ONLY available Monday-Friday 9:00am-4:30pm.

Mail in services for Orange County Residents.
In an effort to help the residents of Orange County, you can do the following by mail:
- Surrender your plates:
Include the name & address of the owner of the plates.
Include $1.00 fee (Cash Only) - Register Vehicles, Motorcycles, Trailers, Boats & ATVs:
Registering a Vehicle by Mail (PDF), MV-82 Form (PDF) , MV-82B Form (PDF), DTF-802 Form (PDF), DTF-803 Form (PDF), Bill of Sale Form (PDF) - Standard License/ID Renewals (NO commercial licenses) - MUST include:
- The Mail in renewal form or an MV44 Form (PDF)
- Copy of your current license/ID
- Vision exam form MV619 Form (PDF) *
*Helpful Hint: To assist residents, you can go to local providers for the vision test, the results will be sent to the DMV within 24 hours so you can renew your license online. Click Here for a list of local providers.
Orange County Dealers can mail in paperwork along with a self addressed pre-paid return envelope.
Mail in transactions MUST include:
- A Blank check made out to "Orange County Clerk" (Exception is plate surrenders & Credit Card Payments)
- A Self Addressed pre-paid return envelope.
- Phone Number in case we need to reach you.

Real ID/Enhanced - Licenses, Non-Driver IDs (NDID)
Effective October 1, 2021, these travel documents will be required for domestic flights, entering certain Federal buildings or Military bases (unless you have a valid U.S. Passport).
Additional Documents are required to upgrade and in some cases, verification is required from Albany. To prepare for your visit, please visit the NYS DMV Website to find your proofs.

Commercial Driver (CDL) Licensing
CDL testing is available at our Middletown and Newburgh locations only from 9 a.m. to Noon, Monday through Friday.
Enforcement Transactions
Orange County DMV offices handle enforcement transactions for conditional or restricted licenses.
The hours for enforcement transactions in Newburgh and Middletown are 9 a.m. to 4 p.m., Monday through Friday.
Insurance Suspensions
Can be handled at our Orange County Motor Vehicle Departments in Middletown & Newburgh from 9 a.m. to 4 p.m., Monday through Friday.
