The Coordinated Public Transit Human Services Transportation Plan (CPTHSTP or Coordinated Plan) was first prepared in 2008 by the Orange County Planning Department on behalf of the Orange County Transportation Council (OCTC). It was adopted by OCTC in October 2008. The plan was developed in cooperation with the county’s human service agencies, especially to meet the planning requirement for certain Federal Transit Administration (FTA) funding. Following the federal transportation law revisions enacted through the Moving Ahead for Progress in the 21st Century Act (MAP-21), the single FTA funding program for which this plan is a prerequisite is the Section 5310 program which provides assistance for transportation aiding the elderly and individuals with disabilities. The plan also serves as the foundation for future public transit / human service transportation coordination and planning beyond just the Section 5310 program funding considerations.
The County and OCTC prepared an interim update to this Coordinated Plan to specifically address MAP-21 and the Section 5310 program, for which the New York State Department of Transportation solicited funding applications in the spring of 2015. The interim update worked to coordinate with human service agencies in general, with a special focus on those agencies which were considering submission of a 5310 application. A local meeting was held in May 2015 at Independent Living in the City of Newburgh at 5 Washington Terrace regarding the interim plan update. The final plan update was approved at the June 2015 OCTC Executive Committee meeting.
A more comprehensive update of the coordinated plan will be prepared in the future.
