The Neighborhood Stabilization Program (NSP) was approved by Congress under The Housing and Economic Recovery Act (HERA) in 2008. In September 2008, the U.S. Department of Housing and Development (HUD) notified Orange County that the County would receive an allocation of $2,163,744 in NSP funding.
The purpose of the NSP Program was to address the effects of abandoned and foreclosed properties in Orange County. NSP program beneficiaries must have incomes below 120% AMI. All funding has been expended from this program and the program is currently closed.
