Overview

According to Section 7-4 of the Orange County Administrative Code, the Board of Health is within the Department of Health. The members of the Board of Health are appointed by the County Legislature. The Board shall select its own president and organize itself as provided by Public Health Law. New York State Public Health Law provides that Boards of Health must have seven (7) members and at least three (3) of them must be physicians licensed to practice medicine in New York State. The members of the Orange County Board of Health must be residents of Orange County.

The Orange County Charter states that the Orange County Board of Health shall formulate, adopt, promulgate, amend, or repeal an Orange County Sanitary Code, considering matters relating to the preservation and improvement of public health within Orange County. The Board of Health may make recommendations to the Commissioner of the Health Department.  

On or before July 1 of each year, the Board of Health shall submit to the County Executive and the Commissioner, a projection, or updated projection of anticipated public health needs for the County. (7-5 of the Orange County Administrative Code). The Board of Health must also approve any changes to the Orange County Sanitary Code.
