Emergency Medical Services

The Division of Emergency Medical Services (EMS) is a branch of the Department of Emergency Services acting as a coordinating agency between all EMS agency providers, the various other emergency services, the various County agencies, and all the medical facilities within.

The Division acts in a capacity to help assist all EMS agencies in the County to provide the best emergency medical care to our residents. The Division, with the use of its District Coordinators will continue to foster partnerships between the EMS agencies, the Fire Departments, and all other emergency service agencies. The Division works with all other County agencies, Divisions of Emergency Management, Fire, Sheriff’s Office, Emergency Communication, Police Services, and Department of Health to both plan and coordinate a county wide response to a multiple casualty incident. 

This agency, in the event of a mass casualty, will act as a resource for the agency in charge of EMS operations and facilitate the distribution of information to all outside agencies through the use of a Unified Command System. The Division works with all hospitals in the County to maintain working relationships, assist if needed, and provide New York State (NYS) Department of Health protocols under which the EMS agencies operate. Work with NYS Department of Health, Bureau of EMS for the coordination of County EMS resources that the State may need.

Employee Development

The Division provides Emergency Medical Technician courses that are available to all EMS personal within Orange County. Also provided is American Heart Association CPR training, Emergency Vehicle Operations, Pre-hospital Pediatric courses, Weapons of Mass Destruction courses and many others. Division will assist any EMS agency in implementing OSHA mandated training, Mass Casualty Incident training, and the use of the Incident Command System.
