The Mid-Hudson Valley Transportation Management Area (TMA) Travel Time Survey Project documented travel time data on important travel routes in Orange, Dutchess and Ulster counties to determine the magnitude of traffic congestion. Between March 2010 and March 2011, over a thousand directional miles of roadway were driven with a specially equipped vehicle to measure actual travel times. This data, when contrasted with theoretical “free flow” travel time estimates, provides a measure of traffic congestion and delay.
