Notice of 14-Day Public Comment Period

FFY 2020-2024 Transportation Improvement Program (TIP) Amendment 20-13

Amendment to the SFY 2022-2023 Unified Planning Work Program (UPWP)

June 17, 2022 through June 30, 2022


The Orange County Transportation Council (OCTC) Policy Board is initiating a 14-day public comment period regarding the Federal Fiscal Year (FFY) 2020-2024 Transportation Improvement Program (TIP) Amendment 20-13 and the State Fiscal Year (SFY) 2022-2023 Unified Planning Work Program (UPWP). The TIP is the 5-year capital program which lists all of the federally funded transportation projects in Orange County.  The UPWP is the annual work program for the OCTC and describes the planning and administrative activities programmed to be undertaken during the state fiscal year.

  • TIP Amendment 20-13 proposes the following actions: 
    • Add PIN 8062.59 (Resurfacing I-84 from NYS Route 208 in the Town of Montgomery to the NYS Route 32 Interchange in the Town and City of Newburgh
    • Add PIN 8065.10 (Route 17 At Exist 122 Stage II: Interchange Reconstruction Project)
    • Add PIN 8065.12 (Preliminary Engineering and Environmental Analysis Activities, Upgrade of NYS Route 17 to I-86)
    • Add PIN 8816.36 (NYS Route 9WStorm King Mountain Drainage and Median Barrier Improvements in the Town of Cornwall and Highlands)
    • Add PIN 8762.67 (Replace the Structure that carries Hulsetown Rd over Cromline Creek in the Town of Blooming Grove)
    • Increase funding for PIN 8761.39 (Lake Drive Over Qaussiack Creek Bridge Replacement in the City of Newburgh)
    • Increase Funding for PIN 8761.40 (Walsh Road Bridge over Quassaick Creek Bridge Replacement in the City of Newburgh)
    • Increase funding for PIN 8761.57 (Lake Street/ NYS Route 32 Over Quassaick Creek Bridge Rehabilitation in the City of Newburgh)
    • Move funds from PIN 8823.99 (Newburgh-Beacon Ferry Service Operations) to PIN M803-01-01 (MHSTCC TIP) and backfill with MTA funds
    • Reduce funding in PIN 8BLK02 (Future Block of Off-System Bridge Funding) to offset additional project costs on PINs 8761.39 and 8761.40
  • The Amendment to the UPWP proposes the following actions:
    • Increase the SFY 2022-2023 FTA MPP funding allocation from $132,618 to $167,742 
    • Add a new task for the OC Roadway Action Safety Plan, offset by the New York State Route 17M and US Route 6 Corridor Study task 
    • Increase the funding for the Traffic Volume and Crash Data task, offset by the Geographic Information System & Data Management Task and the County Pavement Management System task
    • Increase the funding in the Equipment line of the auditable budget, offset by the Contractual line (Table 3: Summary Table)
