District Attorney Hoovler: Guilty Verdict in City of Port Jervis Drug Dealing Case


Defendant Convicted After Jury Trial of Multiple Counts Including Criminal Sale of a Controlled Substance in the Third Degree


Defendant Faces Mandatory State Prison Sentence


Orange County District Attorney David M. Hoovler announced that on Friday, August 19, 2022, Jarves Evans, a/k/a “J”, 26, of Newburgh, was convicted after jury trial in the Orange County Court of four counts against him including two counts of Criminal Sale of a Controlled Substance in the Third Degree, Criminal Possession of a Controlled Substance in the Third Degree and Criminally Using Drug Paraphernalia in the Second Degree.  Evans faces a mandatory sentence of state prison when he is sentenced on October 27, 2022.  Evans was remanded to the Orange County Jail without bail following the verdict.  The indictment was in connection with a series of drug sales that Evans made with a known individual.  

As proven at trial, in January of 2022, Evans sold a quantity of heroin and fentanyl to a known individual in the City of Port Jervis.   Less than a week later, Evans again sold a quantity of crack cocaine to the known individual.  A judicially authorized search warrant was executed at an apartment in the City of Port Jervis where Evans was located which resulted in the recovery of narcotics, as well as packaging materials for narcotics and the proceeds of the drug sales.

District Attorney Hoovler thanked the City of Port Jervis Police Department and the Orange County Drug Task Force who conducted the investigation that led to the arrest of Evans. 

“Overdose deaths as a result of the poison of heroin and fentanyl have skyrocketed in recent years,” said District Attorney David. M. Hoovler.  “My Office will not cease our tireless pursuit of drug dealers who peddle their fatal products in our communities.  Targeted narcotics enforcement actions, investigations and prosecutions have been and will remain a cornerstone priority of my Office.  Drug dealers should take note that law enforcement will not stop until dealers are held accountable and, where appropriate, removed from society by incarceration.”   

District Attorney Hoovler highly commended Assistant District Attorney Alexis Gregory and Senior Assistant District Attorney Jessica Dovico who prosecuted the case.


This criminal charge is merely an allegation that a defendant has committed a violation of the criminal law, and it is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the State of New York’s burden to prove guilt beyond a reasonable doubt.
