District Attorney Hoovler Commends Orange County Prosecutor

Senior Assistant District Julie M. Mohl co-authored article on the legal ramifications of sexual misconduct investigations on college campuses for “WILS Connect”, a publication of the Women in Law Section of the New York State Bar Association.
Orange County District Attorney David M. Hoovler commended Senior Assistant District Attorney Julie M. Mohl for co-authoring a scholarly article on the possible legal ramifications of sexual misconduct allegations on college campuses for WILS Connect, a publication of the Women in Law Section of the New York State Bar Association. The article, which appeared in the September edition of WILS Connect, was authored by Senior Assistant District Attorney Mohl and Pamela D. Bass, Esq., an attorney who provides legal advice to school districts, institutions of higher learning and municipalities. The article examined the different civil and criminal investigations that must be conducted under Federal and New York State laws when there are allegations of sexual misconduct on college campuses. The article closely examined the different procedures and standards of proof required under each of the statutes, as well as the responsibilities of the schools and rights of both accusers and the accused.
Senior Assistant District Attorney Julie M. Mohl is a career prosecutor with over nineteen years of experience and spent much of her career prosecuting sexual assaults. In 2022, Senior Assistant District Attorney Mohl joined Assistant District Attorney Tanja Beemer in being the latest Assistant District Attorney’s to be enrolled in “Leadership Orange.” In 2020, the Orange County District Attorney’s Office started sending Assistant District Attorneys to the County’s premier leadership training program, established to identify and cultivate the next generation of leaders in Orange County. District Attorney Hoovler is a Leadership Orange graduate and a member of the Leadership Orange Hall of Fame.
“It has been the policy of the District Attorney’s Office to encourage prosecutors to volunteer take on larger roles in the community,” said District Attorney David M. Hoovler. “Sexual abuse on college campuses is a serious issue that confronts many, and I commend Senior Assistant District Attorney Mohl, not only for her dedication in helping the victims of sexual abuse and prosecuting offenders, but also for working with other members of the bar in volunteering to educate both the legal and educational communities as to how to navigate the often-confusing array of civil Federal and New York State statutes mandating how these allegations must be investigated. Whether in civil or criminal investigations, the rights of accusers and those accused must be upheld.”
